Winnie obtained a BSc (Hons) in Surveying and Mapping Sciences and MSc in Public Administration and Development in the United Kingdom. On professional qualifications, she is Fellow of the Hong Kong Institute of Surveyors and Royal Institution of Chartered Surveyors, Authorized Land Surveyor, Registered Professional Surveyor (Land Surveying), Honorary Fellow of Hong Kong Institution of Engineering Surveyors, Construction Industry Council Certified BIM Manager and a HK Mediation Accreditation Association Limited Certified General Mediator.
Winnie served the HKSAR Government for over 30 years with her notable appointments as the Head of Spatial Office of the Development Bureau and Assistant Director (Spatial Data) of Lands Department. She received the Chief Executive’s Commendation for Government / Public Service for her outstanding contribution in GIS to the fight against COVID-19. She is currently the Adjunct Professor of the Hong Kong University of Science and Technology and Principal Consultant (Geospatial Services) of Meinhardt China for developing the Spatial Data and GIS Services for the company. She also continued serving the surveying professional internationally as the Vice President of the International Federation of Surveyors and locally as the Past President of the Hong Kong Institute of Surveyors.
